After the meeting on the 20th of June, with the President of the Republic, the National Council of Professional Orders (CNOP), of which the Ordem dos Psicólogos (OPP) is part, sent, on the 26th of July, to the Prime Minister, the conclusion on the analysis of the Memorandum of Understanding on Economic Policy Conditionalities.
This analysis focused mainly on the self-regulation of the professions qualified in Portugal, through the delegations of power from the Portuguese State in Public Professional Associations (Orders), and the critical analysis of the Memorandum which intended, for our country, prerogatives which go far beyond the reality of the public and legal order of most countries in the European Union.
The State recognises that it is pertinent, for Portuguese society, to delegate competences in the Orders. This delegation of competences in done based on technical and scientific grounds. Each Order, in complying with European legal requirements and directives (when applicable) continuously develops measures aimed at the scientific adequacy and good practices of the professionals. Namely through the promotion of quality, independence and autonomy of the service providers. Therefore, the Orders also have the responsibility of supervising the legal and ethical compliance with its Members. Any other way, it would not be possible to ensure, with the degree of trust that we have today, that users of the services provided are being respected and are being seen by a qualified professional.
